As a woman, I still don't get it. What do baggy sweaters have to do w/ cat calls and mini skirts?

Maybe if one takes offense against catcalls received while wearing a miniskirt, one might go on defense by wearing a baggy sweater?

This one takes one second for it to sink in, when I imagined what my strategy would be if I need to go past a group of workmen on route to work. I like she labelled the mini-skirt as an offensive strategy :)
