What would be on the y axis ?
I assume it is the standard Gauss graph. The Y axis would in that case represent frequency in a given population.
I don't get this one... shouldn't A and B be switched? (Meaning the success communicated at in Family Newsletter is higher then reality?) or am I just missing the point completely?

yes, a standard bell curve. point A would be about one standard deviation below the mean (i.e. not great but within the normal bounds), while point B would be about 3 standard deviations above the mean, thus the title, i imagine
