I believe you meant "levees," which are big earthen dams to hold back water. "Levies" would be taxes.

Oh, I get, you mean the racist is the one who identifies actual problems that cause misery. You'd prefer to not address them and rather focus on people's skin color? Then, make assumptions about what race other people are based on what they say?
